I would personally give it to them if they are deserving of it. If they are a beggar, I would not give it to them. It depends on their character for me.

If there are legitimate reasons and concerns for your actions, I would not apologize. If it helped your family member dodge a major circumstance that could cause more harm than good. Do not feel badly. Support your family member as they go through the situation.
