Law = the rules.
These are the written rules and regulations made by governments. Examples:
traffic laws
criminal laws
contract laws
Court = the place/system that interprets and applies the law.
Courts decide:
whether someone broke a law
what evidence matters
what punishment or outcome happens
Example:
The law says stealing is illegal.
The court hears the case and decides if the person actually committed theft.
So:
Law = rules
Court = institution that enforces/interprets those rules

She does not have to they were not married (unless I missed that part) so she has all rights to her kids. He would have to legitimize them therefore he can have physical custody rights.
